As the representative of the Social Welfare functional constituency, I firmly believe that social work is not only about serving people — it is a powerful force for driving social progress.

Through cross-sector collaboration, I will advocate for policies that truly reflect the needs of our community and work tirelessly to build a caring, inclusive, and sustainable Hong Kong.

In the face of complex social challenges, we cannot work in isolation. We must unite the strength of the sector, stakeholders, and the community to advance social progress. I am committed to: (1) Listening to frontline voices and citizens’ real needs, and transforming them into policy action; (2) Building a robust professional development system to ensure services are forward-looking and effective; (3) Promoting cross-sector collaboration and technology integration to create an ecosystem for joint innovation and well-being; and (4) Translating collective efforts into actionable policies and measures, and ensuring implementation for the well-being of Hong Kong, going beyond legislative adovacy.
Expand gerontechnology, remote health management, and smart care networks; establish dedicated funds to support digital transformation in social services.
Strengthen support for children, youth, the elderly, persons with disabilities, and individuals with mental health needs; promote deep integration of primary healthcare and social services to foster inclusive communities.
Drive reformation of the Lump Sum Grant; establish flexible funding and performance evaluation systems; review assistance schemes, enhance retirement protection, and strengthen grassroots support.
Absorb and share advanced social service practices; reinforce Hong Kong’s international role; foster philanthropy systems and best practices.
Establish cross-border service coordination mechanisms; implement
professional standards and service continuity; jointly raise social service
development across the region and the country.
